Invitation to Bid as BCDA’s Equity Partner in the Development of Clark Green City

 

The Bases Conversion and Development Authority (BCDA) invites local or foreign real estate developers to be BCDA’s partner in the development of a two hundred fifty-four (254)-hectare portion of the Clark Green City (CGC).

The CGC is a 9,450-hectare master planned property within the Clark Special Economic Zone in the province of Tarlac, Philippines.  It is envisioned to be the country’s first smart, green and disaster-resilient metropolis.

BCDA is looking to partner with a well-established corporation with proven track record in the development, marketing, management and leasing of large property mixed-use development. The partnership shall be in the form of a JV Corporation to be owned forty-five percent (45%) by BCDA and fifty-five percent (55%) by the Winning Bidder.  The Winning Bidder shall infuse the total initial paid-up capital of the corporation in the amount of Two Billion Five Hundred Million Pesos (Php2,500,000,000.00).

Interested bidders should meet all the eligibility requirements set by the BCDA and agree to pay a minimum premium of Five Hundred Million Pesos (PhP500,000,000.00) at the time of signing of the Agreement, in addition to the initial capital of the JV Corporation. The eligible bidder who offers the highest premium shall be declared the Winning Bidder, subject to post-qualification.

Interested bidders may purchase the Terms of Reference (TOR) for the subject bidding at the BCDA Corporate Center, 2/F Bonifacio Technology Center, 31st Street corner 2nd Avenue, Bonifacio Global City, Taguig City, Metro Manila, from 26 February to 15 April 2015 for a non-refundable fee of Five Hundred Thousand Pesos (PhP500,000.00), payable to BCDA in manager’s check. Also, starting on 26 February 2015, the TOR may be viewed at the BCDA website at http://www.bcda.gov.ph.

A Pre-bid Conference, wherein the Property, the TOR, and inquiries from interested bidders will be discussed, will be held on 16 March 2015, 10:00 a.m. at the BCDA Corporate Center.
